Can i take the Microsoft A+ certification test online?

    I'm not sure, but the safest way is to go and ask a local Microsoft representative or CISCO affiliate regarding this. It really depends on how they organize the exams...

    No, it has to be administered at an authorized testing facility. And COMP/TIA offers the A+ last I checked (this was a few years ago) not Microsoft, though Microsoft's tests are done the same way.
