What could I tell a friend who is always worrying. . .?
He constantly worries. . .about all kinds of things. Uncertain things; things that he makes up in his head (stories); scenarios that put fear in his head. When things get a bit better. . .he seems like "looking" for another thing to worry about. All in all, he is strong, but I just can't stand the fact that he does this to himself and worries about stuff beyond his control or are not neccessarily true at all. Makes sense? If not, I can explain further.
I just don't want him to be in this "cycle".

You can tell your friend about the law of attraction. What you think about you will attract. If he worries , he will attract those things that which he fears will happen. By the same principle, why not stop worrying and think positive thoughts so that positive energies will be attracted. This is real, its happened to me too often.
If he needs help to calm them , find a good meditation center and a mentor to help him heal internally.

I can be the same way sometimes. Ask him to see a doctor about getting on some anti-anxiety medicine.

I told my friend to cheer up, things could be worse.
He cheered up and sure enough things got worse.

i always go for tough love. tell him to get over it; the world does not revolve around him.
