My sti holds 18. You can get a floor plate that will cause it to hold more and not extend out of the mag well.

I would have to say the Glocks. I have a G23 which holds 13 rounds of .40 in it's standard magazine.
The Glock 22 holds 15 rounds of .40 in it's stock magazine.
All models of the Glock .40 cal S&W pistols (22,23,27,35)can interchange magazines with the largest magazine available (from Glock) holding 17 rounds of .40 ammo.
