Work experience, community service, character, citizenship, SAT and ACT scores, and passion for what you are trying to accomplish...

SAT scores, ACT score, geography, background, history (for example HOMESCHOOLERS, women, blacks, hispanics, country bumpkins are ALL given "weighted" admission to places like HARVARD even if their GPA and SAT aren't as good as someone from Boston), alumni (do your parents write them checks), you're history (are you ALREADY a published author), job (RPI in Troy lets ALL their employees go to school there up to three years worth, provided you keep your grades up and it's FREE and even the JANITORS get to go there!).
