Sometimes a company, producer, talent agency, etc, will send out requests for demo tapes. As you can imagine, most record companies receive thousands of demo tapes a week and don't listen to them. The best thing to do to get noticed is perform as much as you can, and be willing to travel a little. The more your name gets out there, the more likely it is that someone in the industry will hear about you, and then they'll be asking YOU for your demo.
Solicit is another word for request, so if they're asking for demos, it wouldn't be unsolicited.

An unsolicited demo is one you send to someone "cold", or without their either requesting it or advertising for new artist demos. You need to find an agency or company that accepts unsolicited demos.
I ran into the same thing with publishing houses at first. I got used to receing letters in the mail saying "sorry, we do not accept unsolicited manuscripts". Hang in there and keep plugging away. Beleive me, if your work is good you'll find someone willing to give you a chance.
