Bush doesn't have the power to declare martial law. Not only does he not have the power, he doesn't have the support. He's not popular enough, and there would be mass desertions from all branches of military and law enforcement.

I support Bush but if he did something like that every Republican in th country would abandon him on the spot. Remember, the Republican party is historically and traditionally the party of Freedom and less government intervention. Of course judging from the past few years I have to question whether the Republican party still follows the Republican platform.

To be honest a Democratic President would be more likely to declare martial law and would probably be more successful at it. Not that I think they will any time soon (maybe the next generation).

On May 9th 2007, President Bush passed a secret law under the guise of "homeland security".This law gives him ALL governmental power in case of any national disaster or threat. Whatever he deemed a threat, (a flu epidemic, a terrorist threat, a hurricane,etc.)he would be able to carry out ANY ACTION HE WANTED.....
