will runnning make my legs stronger?

I read in some forums that running will not make the legs stronger and that doesn't make sense to me. Because when running, a lot of stress has been placed on the muslces in the legs, especially the calves so how could running not make the legs stronger?

I would love to lose some muscles in my calves and thighs. Any suggestion on what exercise or routine I should take up?

What it comes down to is strength and size come from lifting heavy weights. Mucle tone and endurance come from cardio and light weights. Running fits into the second category and will help tone your legs but wont actually increase their size.
