Your best bet would be to talk to an ANG recruiter near you. They can guide you through the process of getting the necessary paperwork done. Trust me, they will do everything they can to get you in. Whether you need a waiver or need help with ESL or the ASVAB, they will help you. Your experience in your home country's military may lend to a specialty that is in short supply. Also, depending on your native language, you could go to school to translate. If you have a strong desire to serve your pseudo-country, you might want to think about the process to become a naturalized citizen.

I know plenty of non-US citizens that serve. All you need is a citizenship waiver.
