Download and install OpenOffice from openoffice.org. It's free.
Run OpenOffice Writer.
Select Insert/Picture/From File...
Select your jpeg file.
Select File/Export as PDF
Enjoy.

a PDF is a "portable document," whereas a jpeg is not. Therefore, to "convert", you need to open a document creation program, like Adobe Indesign or Pagemaker (or Microsoft Word if you have a PDF Printer), and size it how you want it on the page, then export (or print it, depending on the program used and the options available) to a PDF file.
For example, lets say you have a 640x480 pixel resolution JPEG. A PDF is not characterized by pixels, but by physical measurement units, like inches, etc. So create a new document in Adobe Indesign, say 8x10 inches. Paste or "place" the picture onto the 8x10 page, resize it to the size you want in inches, wherever you want on the page. Then go to the File menu, and choose "Export to PDF." If you don't want the picture to look like its on a piece of paper, then create a new document in Indesign with an inch resolution having the same aspect ratio as the pixel resolution of your JPEG, and then resize the JPEG to the full size of the document page after you paste it.

Acrobat is Adobe. So is Photoshop. Photoshop can both open and save as PDF. I'm not 100% about version 6, but it isn't that old -
To save you should be able to just go save as - Photoshop PDF. I've got a new version, so it might be under Export instead. Likewise, you can just drag a PDF onto Photoshop and it will come up with a dialogue box about rasterizing it, and will then open it.

Just open it up in photoshop and go to file->export then convert to PDF. I'm not sure if the function's already available for version 6 but I'm pretty sure it is on the newer versions.

PDF is not an image file nor is it possible to do that in photoshop. You might be thinking of .png.
