He would have lost the same strength. Samson was forbidden to cut his hair at all, whether it was a little bit or a lot. Ultimately, Samson's power came from God, not his hair. When Samson's hair was cut, God removed His power from Samson.
Samson was a Nazirite and as such:
There were three principal restrictions resting on those taking the Nazirite vow: (1) They were to drink no intoxicating beverage; neither were they to eat any product of the grapevine, whether unripe, ripe, or dried, nor drink any of its juice, whether in the fresh, fermented, or vinegar state. LOL, she could have been saying anything! He was sound asleep---but who knows, she could have been telling him the Philistine version of bedtime stories like Rapunzel or Sleeping Un-beauty, perhaps? Anyway, I'm sure the special agents who were there to arrest him probably heard more than enough from that gal!

I don't think the idea is the actual hair. I have always felt it was a metaphor for the betrayl he felt from Delilah. She broke his heart with her devious ways, therefore taking away his strength.
