Here are a few words that describe a couple of co-workers with this problem. When they start talking to each other it is like a race to see who can out do the other... it is sick!
Overbearing
Self Absorbed
Know it all
Attention Seeking
Annoying
Yeah that sounds about right when we talk about them.

Yes, "rude" is perhaps the first word that comes to mind; "spoiled and self-centered" may also be appropriate. Or this may be caused by insecurity in the rude one. He or she may feel inadequate or have other problems, and try to overcompensate. So, let us at least consider being kind, and reserving our judgment. Otherwise, "boor" and "snob" may be pretty good words.

I like to call those people Bigger Better Brighter people. They always have something bigger, better or brighter to say than the person who is talking to them, so they have to start talking before the other is done. Also RUDE.

Self-centered, they think what they have to say is more important than what others are saying. In Polish, it's pempec. It means belly button (of the universe).
