"Better" is subjective, and depends on what you're looking for.
Nude beaches are all clothing optional, which means you can opt to keep a suit on if you're uncomfortable getting nude right away. Beaches offer a more casual atmosphere, in my experience. Once there, you can sunbathe, swim, or occasionally play volleyball - standard beach activities. They're also open environments, which has it's pluses and minuses, and anyone can go. So on the one hand, you can go without signing up, joining anything, or even talking to anyone if you don't want to. The downside is that there's a greater likelihood of gawkers and other rude behavior, which can be intimidating for women.
Resorts offer a more controlled environment. They're private, and admittance is controlled. This keeps away the gawkers and such. Sometimes they restrict the number of single men allowed to show up (unfair, IMHO). Usually, nudity is required. Depending on the resort, there's probably more to do than there would be on the beach, such as tennis or an on premises restaurant. It should also be noted that a day at a resort will usually cost a grounds fee.
Personally, I prefer beaches.

I prefer a nudist resort because, at a nude beach there may not have anything but the sand and sea. A resort can have pools, lakes restaurants and bars and various activities. The usually have more places out of the sun if you start to burn. I do like both but I prefer the resort.

Nude Beach.
Nudist Resorts creep me out. Just a bunch of fat ugly old guys playing tennis and flaunting their saggy bodies. I'd be afraid to touch anything. The resorts seem more like a place to see and be seen. But if that's your thing and you like being around like-minded people, great.
Nude beaches on the other hand... There's something phenomenal about being completely naked at the beach. It feels so natural and relaxing. I think humans have a natural love for the ocean - the majority of the world's population lives near an ocean. People have been living by the sea for thousands of years, and I find the waves to be soothing and relaxing. The breezes and warmth from the sun almost feel like huge blankets the way they equally cover each inch of your body. It's very freeing. The creepy saggy folks are still there, but everyone tends to space themselves out and you don't really see anything you don't want to. But sometimes there are also activities like horseshoes or volleyball if you're into that kind of thing.
I find the beach relaxing and freeing. Resorts creepy and too closed in. But then, I've never been to a resort haha.

The answer (at least for a woman) comes down to "screened or un-screened." A nude beach, excepting resort properties such as Club Orient in the Caribbean or at Superclubs, are public access areas and as such all types of individuals seem to stalk the sands in search of available women. This is a blanket statement which only slightly overstates the situation at places like California's Blacks Beach where from the time a woman places her towel down to being surrounded by gawkers is about 10 minutes.
By contrast a nudist resort has rules in place and usually demands good behavior, keeps the male/female ratio close to 50% and screens the members for sexual predators and pedophiles. This makes for an environment far more female and family friendly.

That depends upon whether your the one nude or not. Nude beaches are just a semi private part of an open public beach dedicated for those who choose to be nude. Nudist Resorts only allow clientel who ARE nudists and are basically private. As for which is better and why, that depends upon personal preference. I like them both.

Nude beach--you might sun-burn vulnerable parts , Nude resort--mosquito bits on vulnerable parts

Both have merits of their own, as described above. I personally prefer a resort because 1) it's closer to my house than the beach and 2) there are usually better facilities for showering, etc after sunbathing.
Give them both a try and decide for yourself what is better for you!

We prefer the beaches over the resorts. More laid back, easier to tell who the gawkers and pervs are.
Nate: In 20 more years, you'll be one of those "creepy, saggy" people you seem to hate so much. Do us all a favor, and play in your backyard.
