It's graffiti. Some of it in the name of drivers who have died their - I believe only the Indianapolis Speedway has "clock up" more deaths over the years. Although to be honest I think some maybe the corner name, ie the "Wippermann" corner.
I remember at the 1994 Belgian Grand Prix a similar thing happened at Eau Rouge where fans made graffiti messages for the late Ayrton Senna who died in Imola earlier in the year.
It's pretty amazing actually that course officials allow this considering other lighter deeds have gone punished...

essentially it's graffiti. its just painted on by fans, usually in support or memory of a driver.
