If a small child is injured- Military strike targeting terrorists, should that Country provide 100% Medical?

This is a Question especially for Michael and all of you who post here on the Israel section. If your child was injured in your neighborhood and many family members were killed during a missle strike who should pay for her lifetime medical bills? For five-year-old Marya Aman and her father Hamdi, the respiratory ward of Alyn hospital in Jerusalem has become a prison and her terrible injuries a life sentence. She cannot leave the Israeli hospital where her father tends her round the clock — feeding her, bathing her and changing her catheters. Her father cannot leave without risking automatic deportation to Gaza and separation from his child. He has a permit to be with his daughter w/ no other rights in Israel so he will not go for a stroll outside the hospital, let alone pop out for a coffee, for fear of being arrested. He has no money. Without the help of kind-hearted Israelis, he would have gone hungry. Now the Israeli Govt. is trying to get out of paying lifetime medical support.

Update:

Defense Minister Ehud Barak is the one fighting this, per the Israeli News site Haaretz.com

Caring for a population under Military occupation is the legal obligation of an Occupying power according to the Geneva conventions on the rule of war signed in 1949 and ratified by Israel in 1951.

Accordingly not only is Israel responsible for providing medical care for the Palestinians they injure but also to provide all the needs and services for the Palestinian population under occupation. Doing so is not because of their kind heart but is simply complying with international laws and there is nothing to thank Israel for.

Taking a closer look we will see that unfortunately Israel is not even taking those obligations seriously; Palestininas under occupation suffer beyond imagination, and Israel continues to breach its obligations by building setlments and moving parts of its civilian population to the occupied territories.

On the other hand, contrary to what some "Zionists" have hinted at. Palestinians can not be held responsible as equals to the Israeli government for the following reasons:

1- Palestinians lack sovreignty and means of offering aid.

2- As a population under occupation they have the right to resist the ocupation by all means including militarily.

3- Acts of violence by the Israelis is an approved political decision by the government, while acts of resistance on the Palestinian side is organized by many factions not necessarily under the control of the PA.

I find it equally rediculous to blame other Arabs for not playing a part in redressing the wrongs Israelis are doing. Israelis broke it, they should fix it. Why on earth would they expect Arabs to help them in their quest to consolidate their occupation?

As I have said before, Israel chose to be an occupation power and should learn to accept the consequences of its choice, including the full implementation of its obligations under the Geneva conventions.

Edit to moneymaker: you are wrong, if you read my Answer you would have known that treating Palestinians, injured or not, is the responsibility of Israel as an occupying power in compliance with the Geneva conventions.

I note that your new hobby is using the Israel section to spread more absurd Arab propoganda - why don't you post this question in the Arab country sections also and ask why these vast, wealthy nations don't give some money to the Palestinians?

As Jennifer and Gravtol have already pointed out, Israel does give medical aid to those who are injured as part of the ongoing conflict.

Please now tell us EXACTLY what the Palestinians do for the families of Israelis who are murdered by suicide bombers.

What a shame that you didn't instead opt to come into this section and join in a positive dialogue about the Middle East problems. Instead you and a few others repeatedly post insulting comments about the Jewish state.

I am not a Jew, but I lived and worked for seven years in the Middle East. Your behaviour on this website echoes what I heard and saw in the Islamic countries - aggression, misinformation, spite.

It is a sad story, but still my answer is no. Terrorists hide among civilians, in full knowledge that they endanger those around them and cause civilian casualties. Israel has a right to strike those terrorists, and thus it is not their responsibility to pay for those casualties as long as the strike was within reason. I agree that if it was an errant strike that Israel should pay the medical bills, but you didin't say this case was.

Usually the Israeli government takes care of the bill, and hopefully they will in this case.

Who pays the bills for the survivors of terrorist attacks in Israel? Should children with third degree burns and shrapnel wounds seek money from the family of the suicide bomber? Does the PA offer to send in a chopper and rescue the survivors, caring for them at a nice hospital in Ramallah?

You can say what you want about Israel, and the state is anything but perfect. However, the government of Israel is known for caring for victims on all sides of the conflict who get injured but are innocent of any crime. In fact, they have often given medical treatment to wanted terrorists and then tried them in a court of law for their crimes, as opposed to killing them.

The real crime is when parents of an injured Palestinian child refuse the treatment offered by Israel and instead allow their child to die, because they are too proud to accept help from the "Zionist enemy."

As soon as the Mohammedan Palestinians compensate each and every innocent Israeli civilian (Jewish, Mohammedan or Christian) they have maimed, or the families of those who they have murdered over the past fifty years, I'll view your question a valid one.

Until then, I'll just have to consider your concern for this child as merely crocodile tears . . .

In time, hopefully, the status of the father will change that he is allowed some freedom of movement.

Bureaucracy being as it is this may take some time.

As for the daughter as you see Israel is providing medical care. As for "getting out of paying for medical support" do you have any evidence of this?

I cannot comment unless you can show me where someone said that this status will change.

On the fipside though I wonder how often the PA pays the medical bills of someone injured in a suicide bombing?

    Is never the right answer?

Hamas is responsible, and not Israel. Hamas is hiding behind its own women and children, and has to take responsibility for the killed and injured it was hiding behind.

Israel does treat the injured of the both sides of this conflict, even though not supposed to.

Israel is legally and morally responsible for this poor child's situation. The state of Israel should cover all of her expenses and should treat her father with far more respect.

The Israeli government conducts itself like a bunch of goons if it treats kids like this
