Why does my television make an awful static noise?

It makes this noise when watching the SCI-FI channel, and the color red comes on (most often with while watching that stupid "Who wants to be a Super Hero). Any ideas?

    The static audio noise happens because the luminance level (white is the luminance portion of the video signal) is too high, thus overdriving the video portion of the transmitted signal causing interference in the audio portion of the transmitted signal. If you're on cable notify your cable provider.

    I reckon its The tv is not tuned in to the channel properly or the ariel is wrong.
