Technically, a nine inning game can be completed without any pitches being thrown. The reason is that you can walk a batter without throwing any pitches by being repeatedly penalized with a ball for one of a couple different infractions (for example, rule 8.04 says "When the bases are unoccupied, the pitcher shall deliver the ball to the batter within 12 seconds after he receives the ball. Each time the pitcher delays the game by violating this rule, the umpire shall call 'Ball.'"). The pitcher can then get the runner out without throwing a pitch by picking him off. If each team just keeps repeating this process, until in the bottom of the ninth one of the runners gets balked home or runs home on an errant pickoff attempt or whatever, the game will end without any official pitches.
This is obviously something that both teams would have to intentionally set out to do, and most umpires wouldn't put up with it unless they agreed to the whole thing as well. Technically, though, it's all officially possible.

27 to the losing visiting team and 25 to the winning home team. As far as the home team scoring a run: Someone can lead off an inning and get a triple on the 1st pitch then be balked home or score on a sac fly or score on any other type of out. Or someone could hit a homerun. Or someone could get a single and score on three balks. However it's done, it would take at least 4 pitches in the inning to be able to score a run and get three outs.

52 pitches. 27 pitches for the away team. 25 pitches for the home team, 24 outs and 1 pitch where a run is scored and no out recorded.

52... both sides get 1 pitch outs each inning, a homerun by home taem in the 8th, so 4 pithes in bottom of 8th...3 pitches in 9th
so 6-6-6-6-6-6-6-7-3=52

51, 27 for the losing team and 24 for the winning(home) team who happens to have 7 balks to score a guy. Without the balks it would take 52 so the home team can hit a homerun.
