The biggest problem you will face is your neighbors. As soon as they realize what you want to do and that the turbine needs to go on a tower that they will always be viewing, that the turbine always makes a lot of noise while running, that their TV reception is impacted, and that the blades could break and go flying like machetes you will have a lot of "Permit" problems. The permits you will need for that installation will be fought against constantly.
