That's bulls.hit. It's the devil theory of politics that claims that since satan controls the mundane affairs of men there must be an all encompassing evil conspiracy. No evil conspiracy is all encompassing and if anything conspirators conspire against other conspirators and not just poor slobs like us. So everything tends to balance out.
