Well you can use it for both ways...
**Ring Ring**
Mr. Papaya: Hello?
Mrs. Cheese: Hello, is Mr. Papaya there?
Mr. Papaya: Speaking. (As in, "I'm speaking.")
OR...
**Ring Ring**
*Mr. Papaya picks up*
Mrs. Cheese: Hello!
Mr. Papaya: *Not recognizing the voice* Speaking? (As in "Who's speaking")

I usually say speaking when someone enquires may they speak to Mrs S...... it means that I am the person they want and I am speaking to them.

When I answer my phone, and the caller asks for me by name, when I say "Speaking", I mean me. That's what "speaking" means, you're talking about yourself.

speaking is a version of saying 'i'm speaking' so if someone called saying 'can i speak to Franki?' and i answered the phone i would say 'speaking'

Basically here is how it works:
Person calling you: "Hello is Mr Smith there?"
..now.. if you are mr smith, you would say
You: "Speaking" <--- you are saying it short for, "the person who you want to talk to is currently speaking"

I wouldn't think one would say "speaking" unless their name was mentioned by the party calling.

That it's me. They say, Can I speak to Dotty and I say, speaking cos I'm Dotty speaking.

"Speaking" is a common response that confirms that you are the person the caller is trying to reach.
Ex.
Caller: "Hello, is Dr. SoandSo there?"
Receiver: "Speaking" (implying that you are Dr.SoandSo)

Personally, I just say hello.. yea dis me... but 'speaking' means 'it's yourself'.
