What does this arabic mean in English?

Update:

It was written by a person I knew who was raised in Oman, it's also handwritten so I can't make out the letters. I'm almost 100% sure it is in fact Arabic, however.

It doesnt mean anything. It looks like scribbling.

If i wanted to be very creative and leaving a lot to imagination in reading the closest resemblance it would mean:

    "Hala Bik"

    Meaning

    "Hi to you"

Which in Arabic will look like:

    هلا بك

You can now compare for yourself.

see, the first word from right to left is "hala" which means "hi"

    هلا

and if you read a the other word from left to right it's written like "Hi" in English, so I can't figure out what exactly is written there.....
