do you have import documents etc. yoyu have togo to the DVLC to register the bike. phone them and they will tell you what documents you need to bring with you and where the nearest testing station to you is. This is a lot of hard work and a real pain.

I am assuming that you are an Indian and suggesting you:
Actually in the process of registration of a vehicle, Insurance is the first thing. The entire process is like this:
They give you T/R (temporary registration) at the time of owning your vehicle from the showroom, then, they themselves insure your vehicle and gives you the papers too.
The registration agent will call you within a week to come to the specified RTO office for Registration process. They will take your copy of residence, and the insurance paper xerox, etc. The agent will take care of all those papers.
I hope you will contact the showroom now. Goodluck

Of course you can insure the moped FIRST. They only require VIN number (not the plate number).
Do you think that insurance company will actual refuse taking your money?
Go visit your dealer (or any motorcycle dealer) and they will give you name of insurance companies that deal with motorcycles and scooters.
Good Luck.

In most states you insure it before you register it. Call your insurance company to make sure. Also, you can call your state's DMV for answers. They will give you better answers than you will find on Yahoo.

Why not get the dealer you bought it from to register it for you?
That's the way it is normally done...
