Good luck! That's all I can say. Have your birthmother request or sign a release consent. That is your best chance.
Ohio Adoption Law History
The Dreaded Years
January 1, 1964 - September 17, 1996, Adoptees whose adoption was final during this time period have only one recourse. You must file a petition with the Probate Court where your adoption was granted. They will forward this request to the State Bureau of Vital Statistics, who will open and send you the contents of the your adoption envelope only if a birth parent has also filed a release.

Your first mother can only get the original birth certificate BEFORE the adoption is finalized. Once its sealed, its sealed to everyone unless the courts open it via a petition of the courts, or a change in law!
good luck!!

Since you have your birth mothers information you should be able to apply for the original certificate. Have you contacted the OH state vital registrars office?

Check out the laws for the State of Ohio. I was allowed my records in my state once my firstmom had filled out the necessary paperwork. You can probably find the laws on the Bastard Nation Website. Good luck.
