All the above answers are great, but sometimes OTC meds just don't do the trick. You can try these first, but if it doesn't go away and you continue to be miserable, your doctor can give you a steroid shot or a steroid dose pak to take orally. Works every time!

I get poison Ivy and poison oak regularly.
The best thing to do for the itch is scrub with IVACARE - it is expensive and they sel it over the counter at CVS or Wal-Greens pharmacy.
However, I did have someone tell me to make a paste of white vinegar and baking soda and scrub my skin with it then rinse in cool water. I tried it an it was a little more abrasive than the Ivacare but it did help.
You use half white vinegar and half baking soda to make your paste. Scrub it on the itchy areas for a full minute and then rinse it in cool water. This get the urishiol off your skin and it makes the itches go away. You may have to treat the area a couple times to get rid of all the toxic oil but it is well worth the trouble.

I'm gonna tell you honestly from someone who is VERY allergic to Poison Ivy and gets it every year - CLOROX!!!
It sounds disgusting and smells kind of bad, but it definetly dries it up in no time. Depending on where it is...either pour it over the site or soak cotton ball(s) and press them down.
