Windows XP: Your account is configured to prevent you from using this computer.?

I have a laptop that when I try to login with any user that is not an administrator, I get this error and it will not login. I've searched the web and pretty much all of the results I've found point toward network groups and active directory issues. This computer is not connected to a network. I've also seen the security logging mentioned. I have disabled it according to what Microsoft suggests and I get the same error.

Thanks for any input you may have.

Update:

The user accounts are all active, I have created brand new accounts to test with as well as editing accounts and recreating them and I still get the same issue. The machine is not part of a domain but instead part of the default workgroup that comes setup in windows: WORKGROUP

    Format your main partition and reload OS.....

    First, make sure the computer is not part of any workgroup or domain. If it is, remove it. Second, if your able, login as an administrator and change the password on the account your having a problem with (Go to control panel and then user accounts).

    One of those 2 things should fix it.

    ADDITIONAL....

    Its very possible you have local policies in place to prevent you from doing what you need to do. If your not part of a domain or workgroup and you are sure your using an account that is an administrator, it must be some type of local policy. Searching for the policy would be like looking for a needle in a haystack but its certainly possible. Worst case scenario would be to format and reload the operating system.
