    Gotta go with 'Like a Prayer'. Racial overtones, stigmata, making out in the church with the religious figure with her cleavage hanging out; a little something for everyone to complain about at that time.

    "Like a prayer" was pretty controversial. French kissing a guy in a church and burning crosses. The song was in a Pepsi commercial but they pulled it.

    I would say the most controversial video would have to be "Justify My Love". There were scenes that had to be cut out because they were quite explicit.
