This a SCAM. Check out the below link for confirmation of various scams, including the famous Yahoo/MSN lottery scams and how to report them.
http://www.consumerfraudreporting.org/lotteryscam_...
Unscrupulous thieves have sent you this email and they are trying to part you from your hard earned cash. They will often ask you to call a premium rate number and keep you holding on whilst you rack up a huge phone bill. They are then paid a large proportion of this phone bill. They may ask you to divulge personal information about yourself or ask for your bank or credit card details. Do not divulge any such information under any circumstances. It is surprising how many innocent victims have been duped by these types of emails. Just remember the thieves who send them are very clever and extremely convincing. I suggest you delete the email and send it into cyberspace, hopefully along with the thieving scumbags who send them.

It sounds very suspicious to me. Did you apply for this or just randomly receive it? Usually when something sounds to good to be true it is. If you are going to go thru with it I would certainly not send them any money or personal information because that is how so many people run scams over the internet. Try contacting Yahoo and see if it is legitimate or not. Good Luck! I hope you really did win something!

"KEEP THIS PRIVATE AND CONFIDENTIAL UNTIL YOU RECEIVE YOUR PRIZE MONEY.
NOTE THAT NOBODY OR EVEN THE APPOINTED BANK HAS THE RIGHT TO TOUCH, DEDUCT/CUT OR GET ACCESS TO YOUR PRIZE MONEY FOR ANY REASON THEY HAVE BEEN WARNED STRICTLY!"
Are they serious? If they were going to try and scam you for your personal information they could have tried to be less obvious about it.

It is not a part of the rules and regulations of YA; however, due to greed some soul will do exactly what they ask.

Looks fake to me! Report it to Yahoo! through their helpline and they will no doubt be very helpful!
If it was Yahoo!, why do they need your personal info? This is never requested after registration or by email! (AFAIK)

That's an obvious scam email. Don't even reply to it.
