Why did god order Muslims to fight their non Muslim neighbours?

Those who spread mischief on land should be fought.

Because during those days Muhammad(PBUH*) was almost killed on a number of occasions by the Pagans of Arabia. So ALLAH(SWT) told Muhammad(PBUH*) and his followers to fight against the disbelievers to avoid being persecuted and then if the oppressors quit persecuting Muslims they could stop. It is also one of the conditions of war in Islam. Wouldn't you fight the people who threw you out of your homes and stole your livestock and women?

Maybe you should read the entire chapter and also some history.. What Allah(SWT) is saying is to hold your ground and if your struck then to strick back and defend yourselves... This was during the Battle of Badr or the Battle of Uhud, I think(sorry if wrong) that this was revealed...

Things like this were meant in times of war. You need to read it in context.
