You can use Windows Media Center that comes with the later versions of XP and Vista. You need to put whatever video you're burning into your "My Videos" folder to do that (for some reason Media Center doesn't have a 'browse' feature that I can find -- it automatically looks into that folder).
Vista comes with a better program with more bells and whistles -- Windows DVD Maker. Try playing with that one.
Both can be accessed from Start/Programs/
There are also a number of commercial software packages to buy and add-on, but these two work pretty good.
ADD: Don't use Movie Maker to burn the DVD -- you can use it to create the video file, but once you have a video file to burn onto a DVD, put it in your "my videos" folder. Open Windows Media Center, select "More Programs." (have a blank DVD in the drive). Then select "Create DVD/CD." From there, follow the menu steps -- title the DVD, add video to the burn list (that's where it shows you all the files you have in the 'my videos' folder, and then create DVD

You have a DVD burner. Now you need some software - it probably came with something, or the PC did. If not, I suggest Nero - which you can download a demo of free.
