well, you buy or rent out an office, then you would probably pay to get a premium rate number, get some call centre staff, some pc's which are loaded with the companies system, and some phones might also come in handy at some point! And then just advertise that you have a phone support line or whatever it will be used for! Simple!

Well, you can start small with just yourself, maybe one other person. You can definitely be home based in your start-up phase. As far as infrastructure, you'll need good telephones, PCs, secure/VPN broadband or DSL, set up an LLC, a business bank account.
The tricky bit is getting a contract with a company. Many companies that use call centers have outsourcing/vendor relations departments. So, if you would want to take inbound calls, for let's say, Walmart...you would find out what their call center service provider selection criteria is. Many large corporations have preferred selection criteria for small businesses run by women and minorities, so that's one way you could get some initial contracts.
As far as the specifics of setting up your data/telecom system, I would recommend hiring a consultant to help you with those details.
I don't normally recommend http://www.score.org/ (business idea and planning mentorship program) because I find for most small biz ideas, they are basically useless. But, in your case, you may be able to find someone who has such a company who could give you some more detailed pointers about getting started.

Someone contacted me from globalbx sometime back in re to such a business. They set up a call center for you and you ofcourse run it. I didn't pursue it because I wasn't really interested in a call center business. It sounded genuine because the guy followed up and even called my house several times.
