The best way to clean your blinds is to bring them outside and lay them on a large clean towel or blanket. Open the actual blind all of the way and keep the individual blinds closed. Have a bucket nearby full of soap and water. Usually windex or pine sol works the best. Then clean the blinds by scrubbing them with a soft bristle brush. After the front is finished, reverse the blinds so that the back side is now on the front. Scrub the blinds completely. Then get your hose and rinse the soap off of the blinds. Hang the blinds over something to rinse and then to dry off. If you do not want to take a chance and see spots, then you can hand dry each individual blind.

I used to lay them out flat on the driveway and fill a mop bucket with soapy water and scrub both sides and rinse, then hang them on the clothesline for a final rinse and to dry. We have been in a drought for several years and have been put on strict water restriction so my blinds cleaning has been moved to the bathtub. I would not recommend this method. It is messy and difficult. Replacing the blinds with easier to clean window coverings is my next project.

The best way I've found is to close them, take them down and hang them on the clothesline, hose them off; then have a bucket of warm soapy water with scrub brush, and while bracing the blind with one arm, scrub with the other, then rinse. Go to the other side of the blind and repeat, then re-rinse both sides.....Let line dry.

Bathtub & a floor scrub brush.

Use liquid Spc N Span, it doesn't leave a residue like Mr. Clean or my favorite Pine Sol, etc...

Dip them in a bathtub of Oxyclean with a big soft brush. Oxyclean is great for use in carpetcleaners as it doesn't suds, won't harm colors/fabrics of most carpets & will cut greases. Oxyclean is great for everything.
