I would say, getting more time to do some homework. I went to a school that had a four day school week. I was able to do all my assignments that were suppose to be done over the weekend. With all my afterschool activities and family responsiblities, the weekend was the only time I had to do homework. Thank goodness I had a three day weekend.
Plus it gave me more time to relax and be a kid. I think now-a-days kids are spending too much time at school and the homework amount piles up year after year. So now you would have one full day to do homework and two days to relax and take it easy. I hope I helped.

Think of some reasons why a 4 day school week would make sense. Then compose the letter.
Because he's a mayor you might want to consider composing the letter in a very formal style. For example something like
The Honorable Michael P. Bloomberg
Mayor, City of New York
Your Honor:
I am writing you to request your action in changing the public school week from 5 days to 4 days. This proposal has several advantages to the City of New York and its residents, as follows:

well, you could persuade the mayor that it will give the students a break and a chance to just catch up on things in school. You could also say that it will help the students focus more better in their work.....but then again, it is kind of difficult persuading someone that we should have a 4 day week instead of 5, because there are many positive things about going to school.... but yeah i completely agree with you.

Well, for a persuasive letter, you have to think of (valid and good) reasons to make school four days a week.
Maybe like: With all the stress that comes with school, students need more time to rest and have fun?
Stuff like that; get about 3 reasons and write the letter!

write down a list of the pros and cons that you can think of, VALID ones other then longer weekends. Talk to people around you, write down anything that comes to mind. Letters to the goverment and such need to be short sweet and to the point, so try to keep it as simple as possible. It's a lot of work. but it will be worth it.

The first answer is an excellent one.
Include at least one personal reason that doesn't just sound like you want to slack off. It's always easier to write about something you feel passionate about.
