I am tempted to ask if my answer to your question is a fact or an opinion. This is one of the most interesting questions I have seen in quite a while. I had fun thinking about it.
Since the definition of noisy involves judgments that something is loud and unmusical, the definition inherently involves evaluation. It is a descriptive term, but also evaluative. There fore unless there is an objective definition of loudness and "musicality/", the term is inherently a statement of opinion.

I think that everyone would agree that a jackhammer operating in a Library would be somewhat intrusive. However, some people have hearing so sensitive that a fly walking up a wall sounds like a military march-past. So, I'd lean towards "opinion."

opinion.. remember, some old people characterize modern music as NOISY when it is music to the ears of the youngsters... it depends on a person's threshold of noise.. and because it depends, then it is an opinion...

well i think it's an opinion. for example one could like loud music but to someone else it could be "noisy".

Accoding to "define:noisy", google says it is more of a describing word. for example, "attracting attention by showiness" or "Full of or characterised by loud and nonmusical sounds"
So i'd say it is an opinion.

that depends on whether an adjective is fact or opinion, I'd take it as opinion by the very fact that you are asking for opinions on it.
