What can I do about faulty wiring in my apartment?

The outlets do not have a good ground, I use surge protectors for all my electronics and the ground indicator flickers on and off when I move the plug wire

    call landlord first, if that does'nt get results call code enforcement

    Being an apartment the landlord is responsible for repairs, so I would call him and tell him that your plugs are sparking when you use them and you sometimes smell something like burning rubber, that should motivate him to get an electrician out.

    The flickering may be cause by loose conections at the outlet.
