A Man who has nothing which he cares more about than he does about his personal safety is a miserable Creature

I'd have to say , "True," but with some qualification. There are plenty of people who care more about power, control, and money than they do about their own personal welfare. But that's not a spirit of sacrifice for a higher cause, as this quote seems to imply -- more like insanity. They're blinded to everything that doesn't involve their driving passion, including their own safety and freedom.

And yes, they are the same ones who have to be controlled by laws enacted by people who understand that personal gain sometimes has to be sacrificed for the greater good of all.
