I feel that your mind is a terrible thing to waste. Without your mind your nothing.

I tend to think of a quote I do not know who said it but it went something like this.
A man was walking along and found a drunkard in the gutter, he looked down with a sad heart and said "behold what was meant to be a God."
We have so much potential in us but if we do not use it, who is to know the countless times that the world could have been made better by someone that chose to waste his mind from disuse or abuse.
If everyone of us did our best always the level of progression and solutions would be astounding. It is a waste to the world not to use your mind, that is the true waste the denying of what could have been from the person that chose not to.

Yes, certainly mind is a terrible thing to waste. But so many of us are wasting their minds, unrealizing its true potential, that its not that criminally bad to waste one's mind. After all, we are the majority :)
However, then we should not complain why those in the minority are more successful or high achievers then us...

I suppose that depends whose mind and how literal you're interpreting the question. Personally, I think a serial killer's mind would be best wasted... Even if it was an intelligent person who made an important contribution to... whatever... I don't think that can be raised above the lives he/she "wasted." Those people were important too, and now we'll never know in what way.

I'm gonna say "Both".
We come here to avoid wasting our minds, and help others at the same time.
Some people are a waste, and a "terrible thing to mind". :D
