The velocity of the .308 Winchester cartridge, depending on the bullet weight & powder charge, can range from 2,400 f.p.s. (feet per second) with a 200gr. bullet, to over 3,300 f.p.s. with a 110gr. bullet as used in the M-1 carbine cartridge.
The 7,62x51NATO cartridge, the exact military duplicate of the .308Win., depending on the rifle used & country of origin, usually uses a 147gr. FMJ (full metal jacket) bullet which attains a velocity of 2750 f.p.s.

Depends on bullet weight, shape; factory or handload; barrel length, powder and primer used (handload), etc.
Mine shoots from 2850 to 3600 with my various loads ( I reload and haven't bought a factory round in 10+ years!)

It varies depending on the bullet and load. Say 2800 fps.
