Police car serpentine on the freeway?

This might be a strange question, but a few times when I've been driving on the freeway in L.A. I've noticed a police car doing a serpentine across all the lanes, deliberately slowing or even stopping traffic.

Is this to slow traffic down because there is an accident ahead? A police chase? Something else, perhaps? Just wondering!

    its called a traffic break,

    its done to remove

    debris or even stalled car that stalled on the center divider

    by creating a traffic break -it gives time for the officer

    (or cal trans) to remove what ever was in the roadway

    just remember not to pass the patrol cars that are conducting the traffic break -else you are libel to get a ticket!
