Magneto of the X-Men trilogy~Even though he's only viewing the world via his childhood experiences, he IS considered the villain. He sees the threat from those deemed "normal", equating it with what happened in Nazi Germany. He has very good reasons for what he does, yet he serves as the villain in this particular look at the world.
Imhotep of "The Mummy" and "The Mummy Returns"~I like that they show him as someone who does have a serious weakness~Anck-su-Namun, the woman whose death he caused and whose attempted resurrection condemned him to a horrific death. When Anck-su-Namun deserts him in the second film, it's truly a heartbreaking scene because he has risked everything to have her back. He resigns himself to death. Unfortunately, Imhotep isn't likely to return.
The Predator race~In "Predator", the villain is shown with weaknesses: his curiosity about his prey, which leads to his undoing. The moment when he unmasks to fight on a sort-of leveled battlefield is especially memorable. When he mimicks laughter, it's an especially intriguing action. Could these aliens achieve communication with the human race instead of viewing them only as creatures to be hunted? I didn't care for the second film since it seemed to rely more on mayhem and slaughter. "Alien vs. Predator" returned us to the realization that two species could establish communication AND work together! Thus, the Predators are fascinating villains that could be capable of some sort of treaty.
Freddy Krueger~I think he was the first horror villain to act as if he was enjoying himself! He uses awful puns and nasty jokes to torment his victims. Worst of all, he rules the dreamworld. I'm an insomniac. I also have nightmares nearly every night, which doesn't make bedtime welcome. Add those two factors together, and you have a person who experiences "A Nightmare on Elm Street" from a somewhat different perspective. I have to admit that the first one "creeped me out"; the second one was a disappointment because Freddy in the real world is just not the same. "Dream Warriors" actually spooked me enough the first time that I saw it that I had to watch it another time; of course, that's a very, very long time ago~about 3 a.m.~in the dark~sitting on the floor in front of the set. Throughout the series, Freddy has proven himself to be an interesting villain.
Vann Siegert aka The Minus Man~Horrible people live among us, and they're not as obvious as they should be, which is why we are shocked by John Wayne Gacy and Jeffrey Dahmer. Owen Wilson plays a rather charismatic, polite, quiet-spoken young man who is a serial killer who believes he has a mission in life: removing people who seem to be unhappy with their lives. *shiver*
See? I don't like all of my villains to be sympathetic.

Tony Soprano - HBO is close enough to a movie and I know he is an anti-hero , but he is a villian's villian.
Tommy DeSimone from Goodfellas
Tom Ripley from The Talented Mr. Ripley (love the books too)
Frank Costello from The Departed
Bricktop from Snatch

John Travolta in Broken Arrow, he's great at villain roles!
Jigsaw in Saw - although it's scary to think people can actually be so twisted to do stuff like that.
Halle Berry in Perfect strangers - didn't see that one coming
Frank in the Departed
Jeremy Irons also plays great villains

'Jerry Danridge' (played by Chris Sarandon) as the head vampire in 'Fright Night' (1985). He would've been a good match for 'Freddy'...lol
