Why does ice layers form on rivers or creeks?

    Water reaches its maximum density at 3.98°C. As the water becomes colder it rises to the surface. When it freezes, it becomes even less dense, so that there will be water under the ice until the stream freezes solid.

    Because ice expands as it freezes, incoporating air, and becomes lighter than water.
