You are probably okay. Unsweetened or plain cocoa is the worst for dogs, with sugary chocolate being the least poisonous. While it is not good for her, she should be fine, as long as she doesn't have any other conditions that the chocolate triggers. (increased heart rate can trigger reactions from other problems.)
Your vet will probably tell you to just keep an eye on her because of the small quantity of chocolate in the candy. You're more likely to see a reaction from all of the sugar than anything -increased activity, thirst, and possibly an upset stomach. If the dog does get the runs from the candy, give her a can of pumpkin pie filling, it'll calm her stomach and take care of that. Not sure how, but it does!

The real concern would be the chocolate. Keep a close eye on her for the next couple of hours -- some dogs are okay with chocolate in small quantities, and 2 oz. is not a huge amount.
Signs that she is reacting would be vomiting or diarhea, or a change in normal activity level.

Chocolate will kill a dog. If you have any hydrogen peroxide in the house, you could give her about a tablespoon and it will cause her to vomit in about 15 minutes - but, since you were gone and don't know when she ate it, it would be best to take her to a vet immediately. Hydrogen peroxide is poisonous BTW, so best under a vets supervision.

You should consult this with your vet. Generally, chocolate is harmful to dogs. Also, your sheltie is 35lb. I think someone needs to lose weight.
