Does "top-shelf open bar" mean EVERYTHING or what?

I have been looking at places to go in NYC for new years, and I see this a lot. Does open bar mean you can take shots, have any beer(on tap or not), get any drink, and jager/carbombs as well? Or are there restrictions? My friend once had a party and the open bar only let us have certain types of liquor and beer, and no shots or bombs. I think that's kind of bull....

    You need to ask specifically what they mean by top shelf. The usual connotation is anything above the bar and not served below or from the"well". The best or featured brands are presented so the patrons can see them, hence the term "top shelf". Liquor wholesalers give discounts to bars to feature their brands at certain positions in the back bar to show more prominently.

    So the new year's eve party come on can mean literally anything. I've been to loads and felt screwed plenty of times. What they said they would have , they did not, or they were short of help, or they just ran out, or they ran short shots. You name it, they did it. I decided to go top shelf(no pun intended) pay top dollar and went to very classy clubs. No DP, but a nice Moet and When I order JW Black, I got it all the time. Plus a 7 course dinner, 3 quality wines and early breakfast. Danced all night, never had a better time, sure it cost, but I wasn't cheated and knew what I was getting.

    Top shelf means the best alcohol in the house. Open bar usually means free or cover charge.

    Probably differs from place to place.... I'd ask THEM not us. Very doubtful that you would find an open bar for EVERYTHING. There are a lot of Scotch and Cognacs that are $50-$100 a shot. Probably not getting that or free-flowing Dom either!
