Have her call the utility companies and ask them for help. Call your church or any church. What about places like the United Way or Catholic Charities? Why couldn't the Salvation Army help out? I'm surprised at that.
You could tell her you don't want any Christmas presents this year so as to help out. The other two kids, being ill and handicapped, may not understand so you could get them something for Christmas.
I'm not trying to be sarcastic or mean or come across as unfeeling but if I was in your situation, I'd start selling things to get some money. I'd get rid of the internet and sell my computer. Having hot water and heat is much more important especialy with an ill child in the house. That is one reason I don't have a computer or the internet or a cell phone contract. I use a track phone only for emergencies. I just could not keep up with the bills otherwise. Over the years, I've sold a lot of my things to keep food on the table.
I wish you luck and hope you get the help you need. God Bless.

Unless Michigan has changed their laws, heat does not get shut-off during the winter months especially those homes with children.
You need to talk to your Mom about your concerns and she needs to contact the utilities and/or other agency that can help her.

ask your teacher, your principal at school to help you.
Maybe your school has a social worker.
Talk to your neighbors. If you go to church, talk to your pastor/priest. Even if you don't, go to a church and ask for help.
God bless you.

try Toys for Tots and your local churches, they have resource listings for people who are in need.
