Deuterium is not oil, nor is it heavy water itself, but a constituent of it.
It is a stable isotope of hydrogen (H2). It accounts for .015% of naturally occuring hydrogen in the oceans on Earth.

Correction: Deuterium is NOT oil. It is heavy water (if you've heard about it).
It is a prospected fuel source, but it would be too expensive for now.
