Internet explorer problem?

I have just loaded IE version 7 in my computer. I have dial-up and the modem is working fine. The problem is sometimes when I first boot-up and connect online IE7 will not recognize the modem and says cannot open the page. It seems that I have to shut down and try again. It will then work and when it works it works great. Any ideas?

    I think I know what your problem is. As soon as you log in wait for the balloon that says (wired/wireless connection X Now connected with 100% strengh) because that is when the system realizes that there is a internet connection and will actually connect to it.
