It's normal! Toddler go through a phase when they "discover" their parts. It's more distressing to the parents than it is harmful. Gently distract her or pull her hand away, but don't make a big deal out of it. It's just a part of being a toddler. By the time she is school age she will probably be over her new found interest.

It's perfectly normal, she just found her 'happy place'. Every kid does it, just tell her that it is private and don't do it in public.

It is perfectly normal....just teach her not to do it in public...tell her it is private. She will likely outgrow this phase.
