if you have long hair, layer it and underneath have the blue, so the top part is black and the bottom layer are blue

dont do it all black. blue, do that in a peekaboo and a dirty blond on top !!! then do shoulder length and layers ! my friend has it. its soooo cute

you should get a chuncky bob. that way, you can spike it up,(where that part can be blue). and the rest black.
