Is there an ad program that would...?

Is there any type of ad, like Google AdSense, that would allow my nephew (under 18) to put their ads on his site?  We tried AdSense, but, even though we signed up for it in my name, they won't make payments to my nephew.

Another suggestion would be to simply start a company and pay  your nephew. The payments could goto your nephew through the company.
