Within an hour before labour started.
My best friend just had a baby and lost plug 4 days before so it is be different for everyone.
Loosing the plug just means your cervix is starting to open and thin, which is a sign of pre-labour, but as you said it could be hours or weeks before labour.

With my first I lost it at 32 weeks and then it grew back (which it does over time if labor doesn't start) and then lost it again at 39 weeks went into labor 1 hour later.
With my second I lost my mucus plug at 39 weeks and went into labor about 18 hours labor.
