Look i think this is an easy way but it will be only a shortcut but it works the same way
I'm not into vista so you have to search this option on accessories >system tools>disk clean up
there will be a recycle bin select it then choose view files or something like that
a new window will appear now look in the address bar for the recycle bin icon just grab it to your desktop and you are ready to go

I have Windows XP, but this should be the same procedure:
Right Click on the Desktop > Properties > Desktop Tab > Customize Desktop Button > Make sure the Recycle Bin is there.
Hopefully this works.....

go to my computer on the left hand side you'll see it and drag it to the desktop to create a new shortcut.
