The concept of the "modern" wanted poster is probably incorrect. Governments have been posting bounties for wanted criminals for centuries if not millennia. My guess is approximately as long as there have been printing presses, if not earlier. They certainly go back to at least the 18th century, and likely a few centuries before that.
If, however, you are referring to the wanted posters you currently see in US post offices, those can be traced to one Frank Burke in 1919.
